Just a gimmick presented by the city council of buffoons back in 2006. Now it is July 2009 and once again they have lied and an investigation should go into what happened to all of the money. No one ever asks where the money goes. They should probably keep their mouths shut and focus on the police driving up and down the beach running over and killing tourists and harassing gays - its what they are good for and known for.
